Dismissals in Rio: Civil House fires over 100 civil servants with a single stroke of the pen.

Changes in the third tier of the state government affect the Civil House, GSI, Inea, and the Governor's Office amidst the restructuring led by Ricardo Couto's administration.

The restructuring promoted by the government of the state of Rio de Janeiro gained a new chapter this Monday (11), with the dismissal of 116 employees from the so-called third tier of the state administration. The changes were published in the Official Gazette and affect different strategic government bodies, with emphasis on the State Secretariat of the Civil House.

The department, currently headed by Flávio Willeman, accounted for the majority of the dismissals. In total, 64 employees were let go, a number that represents more than 55% of all cuts announced in this round. Among the affected positions are special advisory roles and administrative support functions.

The dismissals occur amidst an internal reorganization process initiated after the arrival of acting governor Ricardo Couto at Guanabara Palace. Since assuming the Civil House less than a month ago, Willeman has already promoted hundreds of changes in different sectors of the state structure.

In addition to the Civil House, the Institutional Security Office (GSI) was once again targeted for changes, with 16 dismissals. The Governor's Office was also affected, with the departure of 11 employees.

The restructuring movement also reached the State Environmental Institute (Inea), which recorded 15 dismissals, and the State Institute of Engineering and Architecture (Ieea), with two dismissals published in the Official Gazette.

Behind the scenes in the government, the changes are being interpreted as part of a broader administrative reorganization promoted by the current administration. The series of changes is occurring in parallel with replacements already made in secretariats and positions considered strategic within the state executive branch.

Despite the new round of cuts, the Civil House also reversed some previous decisions. The Official Gazette published the annulment of three changes previously made in the Government secretariats and in the GSI itself, rendering previously published dismissals ineffective.

The series of dismissals reinforces the scenario of strong political and administrative movement within the Rio de Janeiro state government, at a time of redefining roles and reorganizing the state's public administration.
