2026 Results Agreement: Rio City Hall sets goals and foresees bonuses of up to two salaries.

The first phase of the 2026 Results Agreement brings together 31 municipal bodies, establishes 167 goals, and reinforces a management strategy based on performance and deliverables to the population.

The Rio City Hall has begun implementing the 2026 Results Agreement, a program that sets targets for municipal bodies and seeks to reinforce management oriented towards performance, efficiency and results. The first guidelines were published in this Friday's (29) edition of the Official Gazette of the Municipality.

In this initial phase, 31 municipal government agencies will participate in the program, with a total of 167 defined goals. The initiative is part of the city hall's strategy to align government actions with the priorities established in the 2025-2028 Strategic Plan.

The Results Agreement was inspired by performance management models used in the private sector and aims to create clear goals for municipal departments and agencies, as well as establish mechanisms for monitoring the results achieved throughout the year.

Performance bonus

One of the points foreseen by the program is the possibility of paying bonuses to employees who achieve the agreed-upon objectives. According to the rules released by the city hall, professionals may receive bonuses of up to two salaries, depending on the performance achieved by each participating agency.

The municipal administration emphasizes that the model seeks to encourage the achievement of goals and strengthen a results-oriented culture within the public service.

More organizations may join.

The program is expected to expand throughout 2026. According to the city hall, new agencies and departments may join the Results Agreement by the end of the year, broadening the initiative's reach within the municipal structure.

In the initial phase, the 31 participating bodies made commitments related to different areas of public administration, with goals aimed at improving services and deliverables to the population.

Alignment with strategic planning

The Results Agreement is part of the Municipal High-Performance Management System (SMGAD), created to strengthen a more strategic, efficient, and results-focused administration.

According to the city hall, the program also serves as a tool for aligning the actions of municipal agencies with the objectives defined in the 2025-2028 Strategic Plan. The aim is to increase transparency regarding expected results and direct efforts towards the continuous improvement of public services offered to the residents of Rio de Janeiro.

With the start of setting goals for 2026, the Rio de Janeiro City Hall is taking the first step towards consolidating a management model based on performance indicators and continuous monitoring of the results achieved by municipal agencies.
