The Legislative Assembly will approve today the opening of impeachment proceedings against Governor Wilson Witzel. Speaker André Ceciliano will waive his right to accept the request unilaterally, deferring the decision to the plenary. Calculations made this Wednesday morning predict between 55 and 60 votes in favor of opening the proceedings. A group of 10 to 15 representatives is expected to be divided between abstaining and supporting the governor.

Relations between Guanabara Palace and Parliament have gone from bad to worse. In recent days, remnants of Lucas Tristão's group have again spread information that they are preparing dossiers against the deputies. What was intended to intimidate the parliamentarians became the final straw, initiating impeachment proceedings.

After the proposal to initiate impeachment is accepted, the process will follow the following procedure:

1 – The official document issued by the president of the Rio de Janeiro State Legislative Assembly (Alerj) will be published, giving the parties in the House 48 hours to nominate representatives to the Special Committee that will review the admissibility of the complaint. Defendants will be notified to present their defense within 10 sessions, and the complaint will be read in plenary.

2- After being nominated, the Special Committee has 48 hours to meet and elect a rapporteur and president.

3- The Special Committee issues an opinion on the admissibility of the complaint within 5 sessions, counting from the date of receipt of the defense or the end of the 10-session period for the defense, if it is not presented.

5- The Special Committee's opinion is read in plenary and is then included in the agenda, that is, on the voting and discussion agenda.

6 – Representatives, with a maximum of five per party, may discuss the opinion for a maximum of one hour. Questions will be answered by the rapporteur. Once the discussion is concluded—not necessarily on the same day—a roll-call vote will be held.

7 – If the deputies decide to accept the complaint, by absolute majority, the accused will be removed and a copy of the case will be sent to the president of the Court of Justice for the formation of the mixed trial court.
