The Federal Police (PF) intensified its work on the investigations surrounding the billion-dollar frauds involving Banco Master and is preparing a list of authorities with privileged jurisdiction who may be reviewed by the Supreme Federal Court (STF). According to a report by CNN BrazilThe material should be forwarded to Minister André Mendonça, the case's rapporteur at the Court.
The initiative comes after the magistrate requested the Federal Police to identify authorities who already appear or may appear in the investigation. The case is being processed in the Supreme Federal Court (STF) due to the possible political connection of businessman Daniel Vorcaro with individuals holding positions with parliamentary immunity, such as deputies, senators, a governor, and even ministers of the Court itself.
Mapping of authorities
Investigators have already gathered mentions of authorities in conversations attributed to Vorcaro, including exchanges of messages with his then-fiancée, Martha Graeff. Despite this, sources from the investigation indicate that, so far, these citations do not, in themselves, constitute evidence of collusion or direct participation in irregularities.
The ongoing survey seeks to separate circumstantial mentions from more robust evidence that could justify opening formal investigations involving authorities with special jurisdiction.
Forensic analysis of seized cell phones
As part of a strategy to deepen the investigations, the Federal Police are analyzing eight cell phones belonging to Vorcaro, seized during operations called Compliance Zero. So far, only two devices have undergone complete forensic examination.
Investigators expect that the content of these devices will help clarify whether there is sufficient evidence to move forward in holding those involved accountable and to define the scope of the scheme under investigation.
Whistleblowing could broaden investigations.
Another point considered central to the progress of the case is the possible plea bargain of Daniel Vorcaro. The businessman's defense is expected to present a collaboration proposal this week, which may include names, dates, and details about the operations under suspicion.
Furthermore, the progress of collaboration negotiations involving the former president of the Banco Regional de Brasília, Paulo Henrique Costa, may also influence the course of the investigations.
Timeline and next steps
One of the investigations related to the case has a deadline of May 18th. However, the Federal Police have already indicated that they will request an extension of the investigations, given the complexity of the case and the possibility of new evidence emerging.
The report that will be sent to Minister André Mendonça will be informative in nature. Based on it, the rapporteur will decide whether parts of the investigation should be referred to lower courts or whether the entire process remains under the jurisdiction of the Supreme Federal Court (STF).
The definition will be crucial for the pace and scope of the investigations, especially with regard to the potential accountability of authorities with special legal privileges.
