The Thiago Rangel case increases tension in the Rio de Janeiro State Legislative Assembly (Alerj) and raises concerns about the Supreme Federal Court's decision.

Lawmakers see possible repercussions of the operation on the judgment of the state elections.

The arrest of State Representative Thiago Rangel (Avante), this Tuesday (05), during the fourth phase of Operation Nails and Flesh, by the Federal Police, caused an atmosphere of strong apprehension and tension in the Legislative Assembly of Rio de Janeiro (Alerj).

The legislator is suspected of being part of a criminal organization involved in fraud related to contracts for the purchase of materials and services, including renovation projects, within the State Department of Education.

In the corridors of the House, the atmosphere is one of caution. More than the fear of new attacks against parliamentarians, there are deputies who are already assessing possible political repercussions of the operation, including on the Supreme Federal Court (STF) ruling concerning the elections for the state government.

An atmosphere of apprehension is spreading.

Among parliamentarians, the perception is that the operation, which is still underway, is generating instability and increasing the sense of uncertainty within the Alerj (Rio de Janeiro State Legislative Assembly). Speaking privately, one deputy stated that the atmosphere is "apprehensive and bewildered," highlighting that the unfolding investigation could still bring new developments.

According to him, the current turbulent period is harming the political functioning of the House and fueling negative narratives about Parliament. Furthermore, the report indicates doubts about the extent to which the case might interfere with the Supreme Court's judgment, which some consider to be already marked by strong political dispute.

Another parliamentarian, also speaking on condition of anonymity, assessed that the impact of the operation varies according to the involvement of each public official. According to him, "those who have nothing to fear should not worry," but he acknowledged that the episode directly affects the image of the Alerj (Rio de Janeiro State Legislative Assembly).

He considered, however, that he does not believe Rangel's arrest could influence the Supreme Court's judgment. In this congressman's assessment, any interference in this regard would mean a violation of the Constitution.

According to the report, the political process is likely to be prolonged as much as possible, with an indirect election possibly scheduled only in the second half of the year. "The only problem is that Douglas Ruas loses one vote," he said, referring to the immediate impact of the arrest on the balance of power within the House.

The same congressman also stated that the arrest was not a surprise, recalling that Thiago Rangel had already been the target of previous investigations, such as Operation Midas Gas Stations.

Political impact and interpretation of the Supreme Federal Court (STF).

The possibility of repercussions in the Supreme Federal Court (STF), however, has begun to be openly discussed by some members of parliament. The assessment is that the case reinforces arguments pointing to a contamination of the political environment by illicit practices.

Deputy Flávio Serafini (Psol) stated that the operation confirms suspicions already raised previously.

“We had already shown that there was a scheme of overpriced public works at the State Department of Education. The Federal Police operation only confirmed this and showed that a congressman may have benefited from it. It is important that the investigations now reveal the size of the hole in this scheme and see who else was participating,” he said.

He also highlighted the political dimension of the episode: “It’s sad to see that the political landscape of Rio de Janeiro has become a police matter. I have no doubt that this will be reflected in the judgment regarding the elections in the state, as it reinforces the argument that politics is tainted by crime.”

Previous statements already indicated tension.

The episode occurs a few days after the Deputy Vitor Junior (PDT) having made a statement warning about the fear of new operations involving parliamentarians. The statement generated an immediate reaction within the House, with criticism from colleagues and the announcement by the PL that it intends to take it to court. Ethics Council.

The series of criticisms reinforces the interpretation that the political environment in Alerj (Rio de Janeiro State Legislative Assembly) had already been marked by tension even before the new phase of the operation.

Investigation history

Thiago Rangel had already been the target of Operation Midas Gas Stations, launched in 2024. At the time, the Federal Police identified evidence of accelerated growth in his assets, which increased from R$ 224 in 2020 to more than R$ 1,9 million in 2022.

Investigations have revealed the existence of a network with at least 18 gas stations and 12 companies linked to the legislator. According to investigators, the funds originated from contracts signed without bidding or through fraudulent waivers, with evidence of overpricing and misappropriation of public funds.

During the operation, warrants were executed at various addresses, resulting in the seizure of cash, vehicles, electronic equipment, and documents. At the time, the congressman denied any wrongdoing and stated that he trusted the justice system to clarify the facts.

Family ties and political career

The congressman is the father of Thamires Rangel (PMB), a city councilwoman in Campos dos Goytacazes who was elected at age 18 while still in high school. She was the only woman elected to the municipal legislature in that term.

Later, Thamires went on to hold the position of state undersecretary for the Environment and Sustainability, leaving the role after changes in the government structure. Her election campaign had direct support from her father, including financial support.

Official statement from Alerj

In a statement, the Rio de Janeiro Legislative Assembly said it is monitoring the case and has made itself available to the authorities.

"The Legislative Assembly of Rio de Janeiro (Alerj) informs that it is available to the institutions of the Republic in whatever is necessary to collaborate in clarifying the facts. The Legislative Assembly reinforces its commitment to transparency and trust in the work of the competent bodies," the statement says.

With the investigation ongoing, the case continues to reverberate in the political landscape of Rio de Janeiro and is likely to maintain a high level of tension within the Legislative Assembly of Rio de Janeiro (Alerj), as deputies await further developments.
