Of the seven federal deputies who voted against the constitutional amendment to Fundeb, the main mechanism for financing basic education in the country, two are from Rio de Janeiro: Bolsonaro supporters Chris Tonietto (PSL) and Márcio Labre (PSL). The others were: Bia Kicis (PSL-DF), Filipe Barros (PSL-PR), Luiz Philippe de Orléans e Bragança (PSL-SP), and Paulo Martins (PSC-PR).
In the second round, there were 492 votes in favor, six against, and one abstention – Márcio Labre, who voted against the text in the first round, abstained in the second vote. The other six politicians maintained their "no" position.
Bolsonaro supporter Labre offered a bizarre justification for his dislike of education in the country. According to him, there are already many resources allocated to the sector, without any objective results.
"Brazil spends almost 6% of its GDP on education, and the end result is terrible. Countries like Sweden, Belgium, Switzerland, Finland, and Norway spend around 4% of their GDP and deliver an education that speaks for itself. I voted AGAINST PEC 15/15. Our problem is not money, but MANAGEMENT," he wrote on social media.
Tonietto, on the other hand, sidestepped the issue with an argument laden with sophistry, without providing a concrete explanation for his vote against the creation of the fund.
"The new narrative of those who want to centralize and monopolize the curriculum is 'against education.' What I really want is a decentralized education, free from the shackles and rigidities of traditional teaching," he tried to justify without explaining his rejection of education.
Labre is a businessman who remains affiliated with the PSL party, although he has previously expressed support for the creation of Aliança, Bolsonaro's new party. He is known for his work related to the tenets of philosophical and political conservatism, mainly on the online video platform YouTube, where he worked for about three years before the election period. In the 2018 elections, he was elected federal deputy for the state of Rio de Janeiro with 46.934 votes.
Christine Tonietto is a lawyer, elected in 2018 with 38.525 votes. Linked to the conservative movement, she filed a lawsuit in 2017 seeking damages against the comedy group Porta dos Fundos, due to a video parodying the Catholic concept of heaven. The case was dismissed without prejudice the following year.
