Rio government imposes new rule for appointments to commissioned positions and bonus-based roles.

According to the new rule, all administrative processes for appointments to commissioned positions and remunerated functions must be previously submitted to the Institutional Security Office (GSI).

The Government of the State of Rio de Janeiro has established a new rule for the appointment of civil servants to commissioned positions, public jobs and gratified functions. The measure, published by the State Secretariat of the Civil House in today's edition (5) of the Official Gazette, establishes a mandatory integrity control routine before these appointments are made effective.

The change was formalized through Resolution SECC No. 188, dated May 4, 2026, signed by the Secretary of State of the Civil House, Flávio de Araujo Willeman. According to the text, the objective is to ensure greater adherence to the principle of administrative morality in appointments made within the state's public administration.

According to the new rule, all administrative processes for appointments to commissioned positions and remunerated functions must be previously submitted to the Institutional Security Office (GSI). This body will be responsible for conducting an integrity analysis before the appointments are finalized.

The resolution covers bodies and entities throughout the state's public administration, expanding the scope of control over appointments to strategic positions within the public sector. The initiative seeks to strengthen prevention and oversight mechanisms, especially in positions of free appointment.

In the text, the Civil House highlights the need to standardize procedures and strengthen technical criteria in filling appointed positions. The measure also signals a move towards greater rigor in public administration, by including a formal verification step before the appointment.

The resolution came into effect on the date of its publication, which means that the new procedure is now required for future appointments made by the state government.
