Government extends tax exemption on aviation kerosene and biodiesel until July 31.

The measure extends benefits until the end of July and is part of a federal package created to reduce the impact of soaring oil prices on economic prices and costs.

The federal government has decided to extend for another two months the tax exemption on the sale and import of aviation kerosene (QAV) and biodiesel. The extension was made official by means of a decree published on Friday (29) and keeps the benefit in effect until July 31.

This measure is part of a set of actions announced by the government to address the effects of rising international oil prices, intensified by geopolitical tensions and conflicts in the Middle East. The goal is to reduce pressure on fuel costs and avoid more significant price increases for consumers and productive sectors.

Without the renewal of the benefit, the exemption would expire this Sunday (31), which could raise costs for segments directly dependent on these inputs.

Direct impact on aviation

This decision is especially relevant for the aviation sector, which has been facing successive increases in operating costs due to the rise in oil prices on the international market.

Aviation kerosene is one of the main components of airline expenses and currently represents a significant portion of the sector's costs.

According to data from the Brazilian Association of Airline Companies (Abear), fuel now accounts for approximately 45% of companies' operating costs following recent price adjustments by Petrobras.

Given this scenario, maintaining the tax exemption is seen as a way to alleviate some of the financial pressure on companies and help prevent even greater increases in airfares.

In addition to commercial aviation, the benefit can also have positive effects on activities that depend directly on air transport, such as tourism, logistics, and cargo transportation.

Biodiesel also continues to benefit.

The extension also covers biodiesel, a fuel widely used in the composition of diesel sold in the country.

Maintaining the exemption aims to reduce costs in the fuel production and distribution chain, a sector that has also been impacted by international instability in energy prices.

The government expects the measure to help ease inflationary pressures related to the transportation of goods and the supply of various economic sectors.

The package was launched to address rising oil prices.

The renewal of the exemption is part of a broader package of measures announced by the federal government in April, when rising international oil prices led the economic team to seek mechanisms to mitigate the effects on fuel consumption in Brazil.

At the time, the government presented a series of actions aimed at reducing the impact of international price adjustments on consumers and businesses.

According to the Minister of Planning, Bruno Moretti, the total estimated cost of the measures reaches R$ 30,5 billion.

Despite the substantial amount, the government maintains that the package should not generate an additional impact on public finances.

The justification presented by the economic team is that the resources used will be offset by extra revenues obtained from the oil industry itself, including revenue related to diesel oil and revenues from oil royalties paid by companies that explore for the resource in the country.

What measures are included in the package?

The program announced by the government includes a combination of tax breaks, subsidies, and financial support mechanisms for sectors affected by rising fuel prices.

Among the initiatives are:

• subsidies for diesel produced in Brazil and for imported diesel;

• Exemption from federal taxes on biodiesel;

• subsidy for liquefied petroleum gas (LPG), known as cooking gas;

• subsidy for aviation kerosene;

• Creation of credit lines aimed at the aviation sector.

Subsidies function as financial support mechanisms granted by the government to reduce some of the costs of fuels and prevent the entire increase in international prices from being passed on to the final consumer.
