The national president of the PSD, Gilberto Kassab, stated this Monday (1st) that the current model of parliamentary amendments needs to be reviewed. During his participation in the Lisbon Forum, in Portugal, the leader declared that the way resources are distributed today compromises the execution of the priorities defined by the elected government.
"The way things are, it's not working," Kassab summarized when commenting on the growth in the volume of funds directly controlled by the National Congress.
According to him, the president of the Republic is elected based on a government program approved by the population at the polls. Therefore, he argues that a larger share of public resources should be allocated to the implementation of these proposals, instead of being scattered through individual amendments by parliamentarians.
No project defined
According to the former minister, the current model creates a situation where a significant portion of the budget ends up being directed to projects defined by members of parliament and senators, which can lead to discrepancies with the priorities presented during the presidential campaign.
Kassab stated that it is necessary to find a balance between the Legislative branch's role in defining public spending and the Executive branch's ability to implement the program chosen by voters.
The president of the PSD also highlighted that the debate on parliamentary amendments should be conducted institutionally, seeking improvements that ensure greater efficiency in the application of public resources and more alignment between government planning and budget execution.
