The leader of the PL in the Rio Chamber, Rogério Amorim, presented a project to grant the title of honorary citizen of the municipality to the mayor of São Gonçalo, Capitão Nelson (PL). The proposal was published in the Official Gazette of the House this Wednesday (27) and will still need to be voted on by the councilors in the plenary of the Pedro Ernesto Palace.
The tribute to the mayor of São Gonçalo takes place a few days after Amorim presents the Pedro Ernesto Medal — the highest honor of the Rio de Janeiro Legislative Assembly — to Nelson's son, the president of the Alerj, deputy Douglas Ruas (PL)., the name put forward by the party as a pre-candidate for governor of the state.
Captain Nelson was present at the tribute to his son and spoke from the podium of the Pedro Ernesto Palace, recalling the family's political trajectory in São Gonçalo. Douglas Ruas began his political career in the municipality, where he served as Secretary of Projects during his father's administration before being elected state deputy and assuming the presidency of the Assembly last month.
In the justification for the project published this Wednesday, Rogério Amorim states that the tribute recognizes Captain Nelson's "public career" and his "significant contribution to the society of Rio de Janeiro."
The councilman also highlights the mayor's work in the Military Police and his participation in Rio de Janeiro state politics "in defense of agendas aimed at strengthening public security, improving administrative management, and promoting urban development."
"Currently in charge of the São Gonçalo City Hall, Captain Nelson has played a relevant role in the administrative management of the municipality, promoting institutional dialogue with different levels of government and contributing to the debate and improvement of public policies of metropolitan interest," says part of the justification.
The move also reinforces the advance of the Ruas clan within the Rio de Janeiro PL party. Led by Captain Nelson since 2021, São Gonçalo is the second largest electoral district in the state and one of the main electoral strongholds of the family's political group. In recent months, Douglas Ruas has been expanding his influence within the party and has come to occupy a prominent position, being chosen to represent the party at the polls and elected to lead the Legislative Assembly.
Leading the administration of São Gonçalo since January 2021, currently in his second term after being re-elected with a comfortable margin, Nelson Ruas dos Santos, known as Captain Nelson, built his biography closely associated with public safety. A reserve military police officer, he made his career in the ranks of the Rio de Janeiro state police force, where he reached the rank of captain and served in operational and command roles. Before becoming mayor of São Gonçalo, he also served as a city councilor and alternate state representative.
