The complaint regarding possible irregularities in the electronic speed camera contract of the Rio de Janeiro State Highway Department (DER-RJ) has taken a new turn within the state's oversight bodies.
After making progress in the Court of Auditors of the State of Rio de Janeiro (TCE-RJ)The complaint filed by state representative Vitor Junior is now also being analyzed by the Public Prosecutor's Office of the State of Rio de Janeiro (MPRJ).
The Public Prosecutor's Office of Rio de Janeiro (MPRJ) confirmed receipt of the complaint and reported that the case was forwarded to the 2nd Public Prosecutor's Office for Collective Protection of Public Assets and Citizenship of the Capital, responsible for investigating possible administrative irregularities, damage to public assets, and potential harm to the population.
The complaint questions Electronic Bidding Process No. 010/2025 of DER-RJ, which provides for the installation of 390 electronic speed cameras on state highways in Rio. In addition to the investigation, the parliamentarian also requested the immediate suspension of the contract.
Million-dollar contract
The contract is estimated at over R$ 250 million. However, the tender allows for an extension of up to ten years, which could raise the total cost to close to R$ 1 billion.
Within the scope of the TCE-RJ (Rio de Janeiro State Court of Auditors), the court determined that DER (Department of Roads and Highways) must provide detailed clarifications regarding the bidding process and the contracts signed.
According to the complaint filed by the legislator, there are indications of compromised competitiveness in the bidding process, a possible lack of independence between participating companies, and a risk of harm to public funds.
Bids under question
Among the main points cited in the complaint is the pattern of bids submitted during the electronic auction. According to the document, some bids differed by only one cent between competitors.
The analysis of the minutes also revealed a sequence of bids with very similar values and a predictable alternation between participating companies, which raised doubts about the effective competition in the bidding process.
Another point highlighted involves business transactions carried out shortly before the bidding process. According to the complaint, one of the participating companies opened a branch office on the eve of the process in order to participate in the bidding.
The report also mentions that companies in the sector have already jointly participated in public contracts in other states, including São Paulo, where consortia in the segment have been questioned by oversight bodies regarding the competitive bidding model adopted.
Monitoring the vote count
Vitor Junior stated that the progress of investigations in oversight bodies reinforces the need for transparency in the process.
“I receive with great responsibility the progress of this investigation, both in the Court of Auditors and in the Public Prosecutor's Office. We are talking about a high-value contract, with a direct impact on public resources, and which could last up to 10 years. It is essential that all doubts be clarified transparently,” he declared.
The legislator also stated that he will continue to monitor the case. “Our commitment is to defend the interests of the population and ensure that public money is used responsibly. We will continue to follow this case closely and trust in the technical work of the oversight bodies,” he concluded.
