Senator and pre-candidate for President of the Republic Flávio Bolsonaro (PL) stated this Monday (1st) that toOperation carried out by the São Paulo Civil Police against contracts linked to the WiFi Livre SP program. It has no relation whatsoever to the film “Dark Horse”, a production inspired by the political trajectory of former president Jair Bolsonaro (PL).
The statement was made upon her arrival at the Projeto Prisma-RJ event. According to the CNN BrazilThe investigation is looking into possible irregularities involving the partnership between the City of São Paulo and the Instituto Conhecer Brasil (ICB), an entity chaired by Karina Ferreira da Gama, who is also the owner of the production company Go Up Entertainment, responsible for the feature film.
"We'll talk about it in a bit, let's just wait for the presentation. It has nothing to do with the movie," declared Flávio Bolsonaro when questioned about the operation.
Investigation probes contract for the Free WiFi SP program.
The investigation conducted by the Public and Social Heritage Prosecutor's Office of the Capital focuses on the implementation, operation, and maintenance of free internet access points in communities in the city of São Paulo.
Investigators are analyzing potential administrative and financial flaws related to the contract signed for the WiFi Livre SP program. According to investigation documents, the original schedule called for the installation of up to 5 connectivity points by June 2025. However, only 3,2 points were actually implemented.
The Public Prosecutor's Office seeks to clarify whether there were irregularities in the execution of the contract and whether public funds were used as planned.
City government refutes suspicions and says goals were met.
The São Paulo City Hall reported that it has been fully cooperating with the authorities and that all requested documentation had already been delivered even before the operation carried out this Monday.
In a statement, the municipal administration emphasized that the data related to the program is public and can be consulted through the municipality's transparency systems. The administration also stated that the service continues to operate regularly in the beneficiary communities.
According to the municipality, no payment was ever made for the installation of 5 internet access points. The city hall maintains that the executed contract covered 3,2 points, a quantity that was allegedly fully installed. The projection of reaching 5 points was merely a future possibility for expanding the program.
Ricardo Nunes disputes the basis of the investigation.
Mayor Ricardo Nunes (MDB) also commented on the case and denied that any payment had been made for services not rendered.
According to the mayor, the information that the municipal administration had contracted and paid for the installation of 5 access points does not correspond to the facts. According to him, the contract actually signed provided for 3,2 points, all of which were duly paid for and delivered.
High-ranking city officials emphasized that the administration disputes the main elements used as the basis for the investigation and argue that the contracted service is fully operational.
The municipal administration further emphasized that the public call for proposals to select the partner entity took place in 2024, a period prior to the start of production of the film "Dark Horse." For this reason, it maintains that there is no connection between the hiring of the institute and the film mentioned during the operation.
To date, neither the production company Go Up Entertainment nor the Instituto Conhecer Brasil have commented on the matter. The space remains open for statements from these organizations.
