A new round of layoffs is hitting strategic areas of the State Government.

A new round of dismissals in the Rio de Janeiro government expands administrative reform, with changes in Inea (State Institute for the Environment), the Civil House, the Treasury, and other strategic areas.

The administrative reform carried out by the acting governor of Rio de Janeiro, Ricardo Couto, gained a new chapter this Tuesday (5), with the publication of a series of dismissals and appointments in the Official Gazette. The changes affect different areas of the state administration and reinforce the accelerated pace of restructuring of the second tier of government.

The most impacted agency was the State Environmental Institute (Inea), which had its entire board of directors replaced. The complete renewal of the institute's leadership indicates a strategic reconfiguration in one of the most sensitive areas of public administration, responsible for environmental policies and licensing in the state.

Changes are spreading across various departments.

Besides Inea, the changes also reached other sectors of the government. In the Civil House, the Undersecretary for Concessions and Partnerships, Cássio Nogueira de Castro, left his post at his own request. A similar situation occurred in the Secretariat of Social Development, with the voluntary departure of special advisor Michele Rosa Zanardi Coelho.

In the Education sector, a vacancy was registered in the Superintendency of Digital Innovation, while in the Finance Secretariat, Bernardo Ribeiro Tarabini Castellani was dismissed from the Chief of Staff position. These changes demonstrate that the administrative reorganization is not limited to a single department, but is occurring across the board.

Appointments and operational adjustments

At the State Information and Communication Technology Center (Proderj), the government has appointed Joacy Reis de Oliveira to temporarily handle the agency's operations until May 13th. This measure aims to ensure the continuity of services while the administrative structure undergoes adjustments.

According to the published acts, the dismissals and appointments take effect retroactively to May 1st and 4th, as the case may be, without prejudice to the functioning of public services. This practice is common in administrative reorganizations and aims to avoid gaps in management.

Reform continues at an accelerated pace.

The new round of changes reinforces Ricardo Couto's strategy of promoting a broad overhaul of the state's public administration. Since taking over the interim leadership of the Rio de Janeiro state government, the governor has been making successive changes to appointed positions, affecting both the first and second tiers of government.

The move is interpreted as part of a management redesign, focusing on internal reorganization and team alignment. The continuation of the changes indicates that further dismissals and appointments may still occur in the coming days.
