The Federal Police launched, this Tuesday (5), a new phase of Operation Unha e Carne and arrested Rui Carvalho Bulhões Júnior. The offensive expands an investigation that had already resulted in the arrest of Bacellar himself in previous stages and now advances on the parliamentarian's closest circle, expanding the scope of the inquiry that investigates suspicions of fraud in public contracts.
Scheme under investigation
The operation focuses on an alleged scheme to rig contracts within the State Department of Education. According to the Federal Police, there is evidence of manipulation in contracting processes, favoring pre-selected companies.
The investigations also point to the existence of an organized political structure based on the occupation of strategic positions in public administration. This arrangement would have allowed control of areas considered sensitive and facilitated access to public resources.
According to elements already revealed in previous phases, the investigated group is also suspected of using private companies and mechanisms to conceal the origin of embezzled funds — a practice associated with money laundering.
Material seized and progress of the investigations.
The progress of the investigations was driven by the analysis of materials seized at addresses linked to Bacellar. Among the documents, investigators identified spreadsheets with records of political appointments and the distribution of positions, which may indicate the existence of a structured system of influence within the state government.
The Federal Police maintain that Rui Bulhões played a central role in this arrangement, acting as a link between political decisions and the administrative execution of contracts.
In addition to him, other targets were hit in this phase of the operation, including state deputy Thiago Rangel, who was also arrested. According to the Federal Police, the criminal organization allegedly acted directly in manipulating contracts and misusing public education structures.
