The participation of municipalities in defining the priorities of the state budget will be the subject of a public hearing at the Legislative Assembly of Rio de Janeiro (Alerj) next Monday (1st). The meeting is being promoted by the special commission created to discuss measures to contain spending and fiscal balance in the state.
The president of the Alerj (Legislative Assembly of Rio de Janeiro), Deputy Douglas Ruas (PL), sent invitations to the 92 municipalities in the state to participate in the hearing. The debate will focus on the demands of the cities that can be incorporated into the drafting of the Budget Guidelines Law (LDO).
The chairman of the committee, Representative Jair Bittencourt (PL), stated that the objective of the meeting is to understand the financial needs of each municipality and to seek ways to increase the transfers to the city halls.
“Often, state programs are created and approved, but they are not executed or are only partially implemented. We will welcome what is possible and propose the execution of a budget that is viable and compatible with reality,” says the parliamentarian.
Municipal priorities
The hearing was scheduled during the first official meeting of the committee. The expectation is that the meeting will help align state budget planning with the needs presented by municipal administrations.
Mayors advocate for the inclusion of certain public policies in both the Budget Guidelines Law (LDO) and the Annual Budget Law (LOA), in order to guarantee predictability in the allocation of resources regardless of changes in government.
Among the issues raised by municipal managers are the maintenance of the Clean River program, aimed at preventing floods and inundations; the transfer of funds from the State Health Fund to municipalities; and investments allocated to the conservation of state highways and rural roads.
Mayors believe that including these actions in budgetary planning instruments can contribute to greater regularity in the execution of programs.
First actions of the collegiate body
The special committee has 120 days to develop proposals aimed at controlling public spending and achieving fiscal balance in the State of Rio de Janeiro. As one of its first measures, the committee sent requests for information to various state agencies and oversight institutions.
The requests were sent to the Court of Justice of the State of Rio de Janeiro, the Court of Auditors of the State of Rio de Janeiro, the Public Prosecutor's Office of the State of Rio de Janeiro, the Public Defender's Office of the State of Rio de Janeiro, and the Legislative Assembly of the State of Rio de Janeiro itself.
The deputies are requesting detailed data on expenses, budget supplements, and financial planning. The public hearing scheduled for next Monday will be the first major debate promoted by the commission and will bring together representatives from different regions of the state to discuss the challenges of preparing the state budget.
