Brazil's Attorney General's Office will decide this Tuesday whether Jair and Flávio Bolsonaro will be included in the investigation into Eduardo's activities in the US.

A request filed by Lindbergh Farias aims to broaden the investigations to examine alleged connections between Eduardo Bolsonaro's international activities, the financing of the film Dark Horse, and negotiations involving Banco Master.

The Attorney General's Office (PGR) has until this Tuesday (2) to take a position on a request that could significantly broaden the scope of an ongoing investigation at the Supreme Federal Court (STF). The statement will determine whether there are grounds to include former President Jair Bolsonaro and Senator Flávio Bolsonaro in the inquiry investigating the actions of former Deputy Eduardo Bolsonaro with authorities in the United States.

The analysis was ordered by Minister Alexandre de Moraes following a petition filed by federal deputy Lindbergh Farias (PT-RJ), who argues for expanding the investigations to include other members of the Bolsonaro family and possible financial connections related to the case.

Moraes gave the Attorney General's Office five business days to respond. The decision was signed on May 25, and the Federal Public Prosecutor's Office was formally notified the following day.

There is great anticipation surrounding the opinion because the position of the Attorney General of the Republic, Paulo Gonet, could influence the next developments in the investigation and determine whether new inquiries will be authorized by the Supreme Court.

The request seeks to broaden the scope of the investigation.

The request filed by Lindbergh Farias argues that there are elements that would justify including Jair Bolsonaro and Flávio Bolsonaro among those being investigated.

According to the petition, it would be necessary to investigate any possible connections between Eduardo Bolsonaro's international activities, the production of the film Dark Horse — a biopic about Jair Bolsonaro — and negotiations attributed to Senator Flávio Bolsonaro with businessman Daniel Vorcaro, controller of Banco Master.

The legislator also requests a series of precautionary and investigative measures.

These measures include the seizure of Flávio Bolsonaro's passport, a possible travel ban, the freezing of assets and funds, and the tracking of financial transactions deemed suspicious.

The petition also requests access to information from various control and oversight bodies, including the Council for the Control of Financial Activities (Coaf), the Central Bank, the Securities and Exchange Commission (CVM), and the Federal Revenue Service.

The objective would be to identify possible financial transactions involving the individuals under investigation, companies linked to film production, and institutions mentioned in the request.

The Dark Horse movie is at the center of controversy.

Much of the argument presented to the Supreme Federal Court revolves around the financing of Dark Horse, a cinematic project that aims to portray the political trajectory of Jair Bolsonaro..

According to Lindbergh, there is evidence that would justify a more thorough investigation into the origin and destination of the funds discussed to make the production viable.

In the petition, The congressman claims there is "strong evidence" that funds related to the project may have been used, in whole or in part, to finance political activities carried out by Eduardo Bolsonaro abroad..

The document further argues that former President Jair Bolsonaro would be, "at least initially," a direct or indirect beneficiary of the facts under investigation.

According to the congressman, both the film's production and Eduardo Bolsonaro's international activities are part of a strategy to strengthen the former president's political image and to advocate for amnesty for those investigated and convicted in connection with the attempted coup d'état.

Moraes cites hypothesis of financing international actions.

When forwarding the request for analysis by the Attorney General's Office, Alexandre de Moraes reproduced part of the allegations presented in the petition.

According to the document mentioned by the minister, resources linked to the film's financing could have been used to support "Eduardo Bolsonaro's international activities, the sanctions campaign against Brazilian authorities, visa restrictions, tariffs against national productive sectors, and the attempt to coerce the process to obtain amnesty for Jair Messias Bolsonaro and others convicted in the coup plot."

The eventual confirmation or rejection of this hypothesis could directly influence the course of the investigation.

Connection to another Supreme Court investigation.

The case is also linked to Inquiry No. 4.995, which is already underway at the Supreme Federal Court.

Last week, Paulo Gonet submitted a statement in this proceeding arguing for the conviction of Eduardo Bolsonaro.

According to the Attorney General of the Republic, the former congressman acted in the United States to encourage measures against Brazilian authorities and to support initiatives that could result in sanctions and economic restrictions against Brazil.

The new petition filed by Lindbergh seeks precisely to broaden the scope of existing investigations to examine possible financial and political connections between different individuals mentioned in the case files.

Negotiations with Banco Master are also under scrutiny.

Another focus of suspicion involves reports published in May 2026 about alleged negotiations between Flávio Bolsonaro and Daniel Vorcaro to finance the production of the biopic.

According to the petition submitted to the Supreme Federal Court (STF), the amounts discussed for the project ranged between US$24 million and US$26,8 million.

The document requests that the authorities deepen the investigation into the origin of these resources and any financial flows related to the financing of the project.

Furthermore, Lindbergh is requesting international legal cooperation with the United States to obtain financial, tax, and lobbying records related to both the film and Eduardo Bolsonaro's activities in the United States.

Possible crimes mentioned in the request

The petition also requests an investigation into a series of crimes that, according to the legislator, could be related to the events described.

These include money laundering, irregular campaign financing, maintaining a slush fund, organized crime, and attacks on national sovereignty.

To date, however, these are merely hypotheses presented for analysis by the competent authorities, without any judicial conclusion having been reached regarding the facts presented.

This decision could define the next steps.

With the deadline for the Attorney General's Office to issue its statement approaching, expectations now turn to Paulo Gonet's position.

If the Attorney General's Office (PGR) believes there is sufficient evidence to expand the investigations, Alexandre de Moraes will have to analyze the request and decide whether Jair Bolsonaro and Flávio Bolsonaro will formally become subjects of investigation.

If the protest is against the expansion, the minister will also evaluate the arguments presented before making a decision.

The outcome of this phase could determine the future scope of the investigations, including further inquiries, breaches of confidentiality, international cooperation, and investigations into the origin and destination of funds related to the film Dark Horse and the political activities attributed to Eduardo Bolsonaro in the United States.
