To expand the national network for prevention and support for women victims of violence, the following will come into effect this Monday (4) Before It Happens Program.
O text, published in today's edition of Official GazetteIt foresees the installation of Lilac Rooms – humanized spaces in public bodies and security institutions, such as police stations, intended to welcome women and girls in situations of violence.
The program's objectives are:
- to reduce rates of femicide and domestic and family violence;
- Strengthen the network of support, intervention, and protection for women;
- To promote economic autonomy and female entrepreneurship;
- To educate and raise awareness in society about equality between men and women, with a focus on the school environment.
Furthermore, the number of shelters will be increased. These temporary spaces, intended for women and their dependents in situations of imminent risk, will be expanded.
Another initiative planned in the project is the provision of mobile services in mobile units and vans, offering free psychological, legal, and social assistance in hard-to-reach locations, schools, and communities.
The "Before It Happens" Program is the result of joint action by the Women's Caucus of the National Congress, the Ministry of Justice and Public Security, and the National Councils of Justice and the Public Prosecutor's Office.
In 2025, Brazil reached a record number of femicides. There were four deaths per day. In total, the country registered 1.518 victims last year.
