Ricardo Couto promotes a game of musical chairs in the Penitentiary Police and shakes up the top ranks.

Changes signed by Ricardo Couto affect strategic positions within the Penitentiary Police, including the internal affairs department, undersecretaries, and special operations, just days after a change in leadership at the department.

The Rio de Janeiro Penitentiary Police became the main focus of the administrative changes promoted by acting governor Ricardo Couto this Thursday (28). In a new batch of decrees published in the Official Gazette, 11 of the 14 personnel changes directly affected strategic positions in the first tier of the State Secretariat of Penitentiary Police (Seap).

The changes come just days after the appointment of inspector Alessandra Rosa Odawara to head the department. She took over the secretariat last Monday (25), replacing Maria Rosa Lo Duca Nebel, who had held the position since April 2022.

Among the main changes promoted by Couto is the appointment of Monique Gonçalves Valentini as chief of staff for the new secretary. She replaces Carla Sibilio do Nascimento de Barros Machado, who was moved to assume the directorship of the Penitentiary Police Academy.

Another area considered strategic that underwent change was the Superintendency of Special Operations. The sector will now be headed by Márcio Fernandes, who previously served as the department's deputy undersecretary. He replaces Rodrigo Carvalho Gueiros.

The General Inspectorate of the Penitentiary Police also got a new director. Glauce Schittino Bertrand was appointed general inspector, replacing Roseli Felix Vieira Costa.

The changes also affected important sub-secretariats within the Rio de Janeiro prison system. Danielle Ramos de Lima took over the sub-secretariat for social reintegration, while Vagner Ferreira de Oliveira became head of the prison health management area.

Changes also affect the Attorney General's Office, the Civil House, and the Treasury.

In addition to restructuring the Penitentiary Police, Ricardo Couto also promoted changes in other sectors of the state government.

At the State Attorney General's Office (PGE), Deputy Attorney General Alice Bernardo Voronoff was temporarily appointed to handle the institution's business.

At the Civil House, Márcio Jandre Ferreira assumed the position of Deputy Undersecretary for Budget Execution Evaluation.

In the Finance Secretariat (Sefaz), which has been undergoing a series of administrative changes in recent days, Rafaelle de Abreu Orlando was appointed to head the Deputy Undersecretariat for Information and Communication Technology.

These new moves reinforce the accelerated pace of change promoted by Ricardo Couto since he took over the state government on an interim basis, with frequent changes in areas considered strategic to the state administration.
