A new round of dismissals in the Rio de Janeiro government has expanded the administrative restructuring process led by acting governor Ricardo Couto. Published in the Official Gazette this Monday (4), the package includes around 130 dismissals and has a concentrated impact on the State Secretariat for the Environment and Sustainability, responsible for almost half of the dismissals.
The changes primarily affect mid-level and lower-level appointed positions, but also extend to different areas of the state administration. Agencies such as Rioprevidência (the state pension fund), the State Comptroller General's Office, and the Civil House are among those affected, indicating a broader movement to reconfigure the government structure.
Reorganization gains momentum after changes in top management.
The series of dismissals follows recent changes in top-level positions. Strategic portfolios, such as Environment, Finance, and Planning, have had their heads replaced, in a restructuring that affects names linked to the administration of former governor Cláudio Castro.
In the environmental area, one of the most impacted, the change in leadership was accompanied by dozens of dismissals. The then-secretary Diego Faro left his post, being replaced by Rodrigo Tostes de Alencar Mascarenhas. Meanwhile, in the Planning and Management Secretariat, Adilson de Faria Maciel was replaced by Rafael Ventura Abreu.
Distribution of exemptions
The survey indicates that approximately 50 dismissals occurred in the Environment Secretariat. Another approximately 50 positions were cut in areas such as Culture, Tourism, Housing, and state agencies. The Civil House and the Government Secretariat accounted for about ten dismissals, while Rioprevidência and the Comptroller's Office registered about six dismissals each.
In the Finance Department, there was also a significant change: Juliano Pasqual left his post, which was taken over by Guilherme Mercês, an economist with experience in public management and a background in institutions such as Firjan and CNC.
New administrative configuration
In addition to the dismissals, the package included strategic appointments. One of the highlights was the return of Bruno Teixeira Dubeux to head the State Attorney General's Office, a position he had previously held.
The set of measures reinforces the interim government's strategy of reorganizing the public administration, replacing personnel and redistributing functions. Since taking over the state government, Ricardo Couto has been promoting successive changes, in a move that is reshaping the administrative structure of Rio de Janeiro amidst the current political and institutional landscape.
