Violence against women may gain a new permanent monitoring and prevention structure in the State of Rio. The Legislative Assembly (Alerj) approved in final wording, this Wednesday (27), a proposal that establishes the Rio de Janeiro State Pact Against Femicide and creates the State Observatory of Women as instruments aimed at combating gender violence and articulation between different public bodies.
The measure, outlined in Bill 7.204/26, was originally authored by Representative Tia Ju and co-authored by the entire women's caucus of the House, as well as parliamentarians who joined the initiative during its processing. Now, the text goes to the governor for analysis, who may approve or veto the proposal.
Permanent monitoring
The proposal creates a permanent public policy aimed at combating femicide, with joint action between public authorities, justice bodies, security forces, and representatives of civil society.
The planned actions should consider specific factors related to race, ethnicity, age, disability, and socioeconomic status of women, taking into account the vulnerability of certain groups to lethal violence.
Among the main mechanisms foreseen is the creation of the State Observatory for Women against Violence and Femicide, which will be linked to the Special Prosecutor's Office for Women of the Legislative Assembly.
The agency will be responsible for gathering data, preparing technical reports, and monitoring indicators related to gender-based violence throughout the state.
Integration between institutions
Another point foreseen in the proposal is the creation of the State Interinstitutional Committee to Combat Femicide. The group will be responsible for coordinating actions between different institutions, defining goals, and monitoring protective measures applied to victims.
The text also provides for periodic evaluations of the effectiveness of public policies aimed at protecting women.
According to Representative Tia Ju, combating femicide requires action that goes beyond criminal accountability. The congresswoman stated that it is necessary to invest in prevention, monitoring, and combating violence at different stages. "If we can inhibit the violence, this woman will not end up being murdered," she declared.
Focus on prevention
The proposal seeks to consolidate a continuous structure for combating violence against women in the State of Rio, integrating data production, monitoring, and the formulation of public policies.
The expectation is that the observatory and the state committee will function as instruments to support the development of preventive strategies and the monitoring of measures to protect victims.
