The mayor of Rio and pre-candidate for governor of the state, Eduardo Paes, released a video on social media this Monday (4) to refute what he classified as fake news about the end of the Segurança Presente program. In the publication, he guaranteed the continuity of the initiative and stated that he intends to expand it.
In the post, Paes wrote in all caps: “Don’t fall for fake news! The ‘Present Security’ program will continue and be expanded! The only thing is that there won’t be any more congressmen in charge! There will be a lot of professionalism, clear goals, and effective results!”
Throughout his speech, Paes highlighted his participation in the creation of the program in 2014, during his time as mayor, in partnership with the state government and Fecomércio RJ. According to him, the project was born with a focus on visible presence, intelligence, and proximity to the population.
“I will explain with facts, not speeches,” he states at the beginning of the video, defending the results achieved in the initial phase of the program.
Results and original model
Paes cites data to support his argument, stating that in regions like Lapa, there was a significant reduction in crime during the period when the program was conducted with technical management.
"In four years, we had a seventy percent reduction in robberies against pedestrians," he said, adding that there were also thousands of arrests in the act and the capture of fugitives.
The former mayor also highlighted that, at that time, there were no records of shootouts in the areas served, which he attributes to the operational model based on intelligence, the use of technology, and community policing.
"It was a lot of intelligence, a lot of proximity, a lot of approach with cameras, with GPS, in other words, modern police, efficient police," said Paes.
Critique of the current model
In the recording, Paes criticizes the way the program has been run in recent years. According to him, there has been a loss of professionalism and political interference: "The program was, like everything else in Cláudio Castro's government, divided up," he stated, adding that political appointments began to influence its management.
According to him, this process would have distorted the original proposal of the initiative, which, according to him, was based on technical criteria.
In defending the continuation of the Segurança Presente program, Paes states that he intends to return to the initial model, with professional management and clear goals. He also draws a parallel with the role of the Municipal Force in Rio: “Here in Rio de Janeiro, the Municipal Force has a role similar to what Segurança Presente had when it was professional and not politicized.” Watch Eduardo Paes on Instagram:
According to the mayor, the proposal is to expand the program based on this format, "with great professionalism, without favoritism, the way it was created and the way the citizen deserves, we will expand the 'Present Security' program."
At the end of the video, Paes reinforces his critical tone regarding the information circulating on social media. "Big hug, and don't fall for the nonsense from these people who destroyed the security of the state of Rio de Janeiro," he concluded.
