The Public Ministry of the State of Rio de Janeiro (MPRJ) launched, on the morning of this Tuesday (5), an operation to investigate an alleged “rachadinha” scheme in the City Council of São Fidélis, in the North Fluminense. The action is conducted by the Special Action Group to Combat Organized Crime (Gaeco), with the support of the Security and Intelligence Coordination of the body.
In total, seven search and seizure warrants were executed against individuals under investigation for involvement in the scheme. The court orders were issued by the 2nd Court of São Fidélis, following a request from the Public Prosecutor's Office.
How would the scheme work?
According to investigations, city councilors are suspected of appointing advisors to commissioned positions with the requirement of full or partial repayment of the salaries received. This type of practice, known as "rachadinha," consists of the misappropriation of part of the salaries of appointed employees.
The case is being investigated through a Criminal Investigative Procedure (PIC) initiated by GAECO, which gathers evidence to verify the actions of parliamentarians and possible intermediaries in the scheme.
Evidence prompted the operation.
According to the Public Prosecutor's Office, the decision to request judicial measures was made after data collection and the identification of evidence pointing to the possible existence of the irregular practice. The searches aim to gather additional evidence, such as documents, electronic records, and other materials that may prove the dynamics of the scheme.
The operation is taking place simultaneously at different addresses linked to the suspects. The seized material will be analyzed by the prosecutors in charge of the case.
